After a Structural Material Manger version is retired, E.J.E. Industries makes that version's final maintenance available as a free patch. That patch can be installed by anyone who already has that base version loaded. For instance, Version 17.2w was the final Version 17.2 release, and a customer with any Version 17.2 system installed - say Version 17.2j - can freely install the 17.2w patch.
